Tin prices rose almost 3% in London Metal Exchange trading on Tuesday after an industry trade group organizing a mineral traceability project for tin and tantalum minerals exported from the Democratic Republic of Congo (DRC) said a rushed schedule required by a new US law would create an effective embargo by next April.
Three-month tin prices on the LME hit a record high of $27,500 per metric tonne on Tuesday and settled at $27,300 in official pricing.

Tin, tantalum, tungsten and gold are among metals covered by conflict minerals requirements of the US financial reform law enacted in July. The law requires the Securities and Exchange Commission to set up a reporting system for manufacturers using minerals from the DRC and neighboring countries.

The trade group, United Kingdom-based ITRI Ltd., launched its tin and tantalum supply chain traceability effort last March ahead of enactment of US legislation but said in a statement this week that market pressures created by the US law were pushing it to full implementation of a tagging system for conflict minerals by the end of next March.

“It is likely that cassiterite [the mineral source for tin] and tantalum minerals from the central African region that are not tagged, and therefore which will not possess verifiable chain-of-custody data, will no longer be acceptable to the international tin or tantalum markets after that date,” officials said in the statement.

The tagging requirement will be apply not only to minerals produced in all provinces of the DRC but also those mined in adjoining countries such as Rwanda, Burundi and Uganda which are also implicated by the US law, they said.

Kay Nimmo,  ITRI manager for sustainability and regulatory affairs, said that while ITRI and the industry supply chain had been working to address the conflict minerals issue through a phased and practical system they had found it “extremely challenging to meet this target date of end March 2011. We are not just talking about implementing a system in areas where conflict funding is known to exist, but in other provinces of the DRC, and other adjoining countries, an area covering practically a third of Africa.

“Realistically, with the resources available to us, it is unlikely that all cassiterite from the region can be covered by the system in time and many current production areas will unfortunately as a result be subject to an effective embargo by next April.”

The ITRI supply chain project was being piloted in the DRC provinces of South and North Kivu but has been brought to a stand-still by a general mining suspension announced by DRC President Joseph Kabila  in early September.

ITRI officials said it would not be possible to resume work on the pilot in either troubled Eastern province, or in Maniema, until the DRC Ministry of Mines completes plans to improve security and allows resumption of mining. They added that there is currently no legal mining activity to trace and that the pilot project’s funding, which relies on a levy on trading exports, has been halted.

“Our original plan to expand the project by gradual training of staff and a progression from one mine to the next is no longer feasible due to the almost immediate deadline effectively being imposed by the US conflict minerals legislation and other factors beyond our control,” Nimmo said, adding that the project urgently needs to secure funding of around US$6million to have any chance of reaching its  implementation target.

The traceability system is also starting up in Rwanda in conjunction with the country’s geology and mines authority. Full implementation is also targeted there by the end of March but resourcing issues exist and are also likely to limit progress there, they said.

The DRC is expected to supply 5% of the world’s tin this year and four central African countries produce about 14% of the world’s tantalum, which is heavily used in electronics and camera lenses. Continuing conflict in eastern Congo has followed two wars between 1996 and 2003 that involved eight African nations 25 armed groups, killing an estimated five million people.

(Reuters) - Until recently the global dependency on China for rare earths -- a group of 17 elements that are used in technology applications -- was a well-kept secret. But word started to spread fast after Beijing cut export quotas by 70 percent for the second half of 2010, sending prices of some rare earths up as much as 850 percent.

This price increase, along with investor awareness, has sent share prices soaring for non-Chinese companies that aim to be rare earth suppliers.

But analysts and industry executives alike warn that current Chinese policies could shift, and the bubble in prices, as well as company valuations, could burst.

lerne doch bitte zu differenzieren! Wir diskutieren hier über unser Investment, also Manschaft und Trainer, um im Bild zu bleiben.

Ich liebe diese Manschaft, hat sehr grosses Potential, aber der Trainer...? Ich bezeichne die nicht als " Gurkentruppe", wobei sich bestimmte Parallelen zu Politikern einschleichen....Wir könnten wesentlich höher in der Tabelle stehen, und das wir uns nicht auf einem Abstiegsplatz befinden, ist definitiv nicht dem Trainer zu verdanken, sondern günstigen, äusseren Umständen! Dabei bleibe ich!

Meine Kritik ist sachlich begründet. Und ich könnte heulen, wenn ich das Potential sehe, und was die NICHT daraus machen.

Ich hoffe, der eine oder andere stimmt mir zu, das wir nicht einen Fanclub für das Management von CCE betreiben!

Was mich betrifft, und das ist jetzt mal off topic: ich werde weiter Informationen von dritter Seite zu Tantal suchen, finden und hier zur Diskussion stellen. Ich fühle mich aber vom Management verarscht, oder politisch korrekt: manipuliert. Und bei mir ist Schicht im Schacht!

erstmal : Tantalit ist ein Mineral, ein Mischoxid, und das wird nicht verkauft. Da haben die Journalisten was verwechselt.

Der angegebene Preis von 120 $ spricht für Tantaloxid.

Entweder verkauft CCE Tantaloxid oder ein Oxidgemisch, mit hohen Tantaloxidgehalt.

Interessant ist, das im Artikel eine jährliche Kapazität von CCE von 1.000.000 pfund Tantal (?) genannt wird. Bei 2012.

Das wäre bei einem jählichen, weltweiten  Bedarf von 6.000.000 pfund schon 1/6.

Was ich hier im aktuellen Kontext nur erwähnen möchte ist,  dass eine Mineneröffnung in 2012 in das Märchenland gehört. Das ist es gerade, was ich dem Management vorwerfe: Talison wird eher in die Pötte kommen, und wenn CCE fertig ist, hat uns der Bedarf schon links überholt!

Frankfurt, München, Zürich, Toronto, Hong Kong. ( vorwiegend REE Events!) Und: wem oder was bringt es jetzt?

Der Block, der hier mit der Verschiebung der PEA bei CCE gesetzt wurde, pushed die Anleger ( frustrierte CCE'ler?) offensichtlich zu C I N. ( haben  REE , zur Info!)

Zwei Löcher, kein Ergebnis , jedoch gestern wieder 43 % Steigerung.

Ihr könnt jetzt sagen: blanker Neid! Und: es gehört ja zu CCE irgendwie. Doch: auch wenn mir hier die Gier nach rasant steigenden Kursen in meine berechtigte Managementkritik reininterptiert wird: diese Stagnation auf der einen Seite, und diese extrem überbewerteten Kurse sind nicht gut für's Geschäft!

doch bin bin hier nicht in der Kirche, und warte nicht auf das Juengste Gericht.

Irgendwann, und bei mir, ich betone ausdruecklich bei mir ist dieser Zeitpunkt gekommen, dass man Resultate sehen muss.

Ich poste hier gegen den Pessimismus anderer an, sage laut und deutlich, dass man sich bei Fragen an CCE wenden soll, und wird so verschaukelt.

Aber nehmen wir mal diese persoenliche Note heraus: die andauernden Verzoegerungen werden uns noch boese auf den Fuss fallen. Wenn naemlich andere Lieferanten fuer Tantal langfristige Vertraege machen, und CCE seine Mine immer noch nicht aus dem Boden bekommen hat.

Ich denke nicht ,dass Chriss Dir alle Aktiviäten auf die Nase binden wird.Wie Du vielleicht weißt ,sind schon Gespräche geführt worden um Tantal an Kunden zu liefern.

Weißt Du denn welche Aktivitäten im Hintergrund laufen ?? Nein, das kannst du ja nicht wissen,es sei denn, du wärst involviert !

Wenn Du jedoch denkst, CCE bleibt da wo sie jetzt stehen,dann würde ich unbedingt alles verkaufen.

Jedoch  sage ich Dir ,wie es meiner Meinung nach weitergeht.Es dauert nicht mehr lange,dann werden viele Deiner Fragen beantwortet werden.Aber dann wird der Kurs sich in anderen Regionen bewegen..dieses aber nachhaltig !!!

Sei froh dass CCE stetig steigt ohne eine Fahnenstange zu bilden,wie es bei einigen anderen Werten der Fall ist.

In den nächten 6 Wochen ,vielleicht auch etwas später werden einige Rare Earth-Werte brutal abverkauft.(ein kleines Blutbad) Und es wird einigen sehr sehr weh tun.Es kann nicht so weitergehen.

Ist nur meine Meinung.

Das ist das, was man von ihm in letzter Zeit zu hoeren bekommt!

Ich bitte dich, niemand sollte private Emails ueberbewerten, aber wie ich schon sagte: selbst offiielle Interviews sind nur was fuer die allen bekannten Rundablage, den Papierkorb.

Ich fuer meinen Teil werde nur noch die Sachen von CCE hier diskutieren oder bewerten, die CCE in SEDAR einstellt oder einstellen muss. Andere Aussagen sind im Gegenteil ein Kontraindikator! Es passiert das GEGENTEIL!

Und wie ich schon in einigen Posts sagte: ich liebe diese Story, finde, das hier ein grosses Potential liegt, aber der dritte Punkt, der bei einem Investment zu beachten ist, das Management, ist nicht mehr Herr der Lage. Fuer meinen persoenlichen Geschmack versuchen die, zu clever zu sein. Aber die Bewegungen an der Boerse werden von vielen Unbekannten gesteuert, -Chaos-Theorie-, als das man moegliche Entwicklungen beeinflussen kann. Die wollen vielleicht mit dem Block an der PEA CCE attraktiv fuer einen Kaeufer machen, ein Schnaeppchen sozusagen. Doch damit erzeugen sie m.M.n. sicherlich bei den naechsten Eldorergebnissen wieder eine Fahnenstange, da frustrierte Anleger durch Nachkauf den Kurs kurzfristig hochtreiben, um wenigstens mit etwas Gewinn ins Weihnachtsfest zu gehen!

letztendlich haben wir gemeinsam eine lange Leidenszeit hinter uns...
Bin ja auch nahe 90 cent eingestiegen ,nachdem der Kurs einbrach aber entschlossen mit Verlust verkauft.

Unter 10 cent bin ich dann wieder eingestiegen und habe meinen Bestand somit erhöht.

Jetzt warte ich schon sooooolange ,da werde ich doch nicht vor dem Ziel das Pferd wechseln.
