BP's Relief Well Effort Delayed by U.S. Concerns Over Risk of Oil Release
By Katarzyna Klimasinska - Aug 15, 2010 5:56 PM GMT+0200
BP Plc’s relief well and bottom-kill procedure, aimed at permanently plugging its Gulf of Mexico Macondo well, is suspended until the company completes an analysis of complications that might result in a new oil leak.
BP determined that 1,000 barrels of oil remain trapped in the well after cement was pumped in from the top earlier this month. Now U.S. officials fear some of that could be released, or new leaks may form, when the company pumps in more mud and cement into the bottom of the well for the final plug.
The London-based company will probably need until Aug. 17 to come up with a plan for the so-called bottom kill that won’t result in an uncontrolled release of crude, National Incident Commander Thad Allen said during a conference call with reporters yesterday.
“The risk right now is the 1,000 barrels, and BP will have directions to mitigate that,” he said. “We will take care of that before we do any bottom kill.”
Once BP submits its plan, it may receive permission to finish drilling the relief well and begin pumping mud, Allen said. Alternatively, Allen may order BP to replace the blowout preventer, the assembly of valves atop the well, before resuming drilling, he said yesterday.
Allen asked BP to provide a plan for pressure tests and analysis to assess the stability of the well during the removal of the existing blowout preventer and replacement with a new one. In a written order to BP, Allen also requested evidence that oil won’t flow if the current stack of valves is removed.
Rig on Standby
BP’s Development Driller III rig is on standby and ready to proceed with drilling the relief well when directed, BP said in a statement on its website today.
BP previously expected to perform the bottom kill as early as today. The source of the world’s largest accidental offshore oil spill was temporarily shut by a stack of valves on July 15 after it spilled about 4.9 million barrels of oil into the Gulf.
The dilemma of how to proceed results from Allen’s decision to have BP plug the well with cement from the top after injecting a layer of mud to push gas and oil back into the reservoir, some petroleum engineers said. Leaving the mud in place, then pushing it up and out with cement pumped in from the bottom through the relief well would have been a better solution, they said.
‘Easier and Safer’
“It would have been easier and safer to kill the well with the relief well,” Les Ply, a retired petroleum engineer, said in an e-mailed message. “When it is cemented from the bottom, you can be assured the well is dead.”
Once Allen issues an order to resume drilling, it will take BP about four days to reach Macondo with the relief well. When Allen will issue the directive to continue drilling depends on the result of the ordered tests and analysis, he said.
The pressure tests conducted in coming days will also help determine the risk of oil escaping from the undersea reservoir during the bottom kill, Allen said.
The reservoir may have held 50 million to 100 million barrels of oil, BP Chief Executive Officer Tony Hayward said in a May 6 interview with the Houston Chronicle.
President Barack Obama and his family arrived on Florida’s Gulf coast yesterday for a trip that’s part business and part pleasure, as his administration hopes to provide the region with an economic boost in the aftermath of the disaster.
Obama Visit
The Obamas and Navy Secretary Ray Mabus, a former governor of Mississippi who the president directed to develop a restoration plan for the Gulf Coast, met with local small business owners to discuss the recovery.
“I’ll not be satisfied until the environment has been restored, no matter how long it takes,” Obama said during a press conference in Panama City Beach, Florida. “We’re going to continue to monitor and remove any oil that reaches the surface.”
Beaches all along the Gulf coast are clean and open for business and the seafood is safe, he also said. Gulf seafood was served at the White House at a barbecue to celebrate Obama’s birthday earlier this month.
Any delays in BP paying claims are “unacceptable,” Obama also said. “I’ll keep pushing to get these claims expedited.”
The spill, which started after the Deepwater Horizon rig exploded on April 20 about 40 miles (64 kilometers) offshore Louisiana, may cost the Gulf Coast region 17,000 jobs and about $1.2 billion in lost economic growth by the end of the year, Moody’s Analytics said last month.
A separate analysis by Oxford Economics released by the U.S. Travel Association said the impact on tourism may cost the coastal economy $22.7 billion over three years.
BP has received reports about people posing as BP employees going door-to-door, trying to get personal information and charge fees for safety training, the company said in a statement yesterday, advising Gulf Coast residents to avoid such scams.

NEW ORLEANS - BP today cautioned individuals and businesses to be alert for potential scams - including door-to-door attempts by unauthorized individuals who seek personal information or charge fees for safety training or other purposes in connection with the Deepwater Horizon Gulf of Mexico oil spill response.
"There have been isolated reports of incidents in which individuals posing as BP employees have gone to people's homes to scam residents," said Mike Utsler, Chief Operating Officer of BP's Gulf Coast Restoration Organization. "We want the community to know that neither BP nor its claims agency go door-to-door to collect personal data. Any data required for the claims process, employment opportunities or other matters is accepted only at BP claims centers and through authorized BP employees or representatives.
"In addition, those seeking spill response jobs need to know that neither BP nor its contractors are charging fees for any safety instruction or other training," Utsler said.
Utsler said that BP is committed to restoring the Gulf of Mexico and helping affected communities recover from the spill. "We also want to ensure that everyone along the coast remains safe from any predatory or illegal actions that could diminish ongoing restoration efforts under way."
BP offers the following tips to safeguard individuals and businesses from scams of this type:

BP Provides $52 Million To Fund Behavioral Health Support Across US Gulf Coast
HOUSTON - BP today announced that it is providing $52 million to federal and state health organizations to fund behavioral health support and outreach programs across the US Gulf Coast region.
The funding will help residents link up with support that is available through providers in their communities, through a variety of local outreach programs and a special toll free phone line where people can turn for information on available services.
"We appreciate that there is a great deal of stress and anxiety across the region and as part of our determination to make things right for the people of the region, we are providing this assistance now to help make sure individuals who need help know where to turn," said Lamar McKay, President of BP America and incoming leader of the Gulf Coast Restoration Organization.
Specifically, BP is providing funding to five agencies, one at the federal level and one in each of the affected states.
SAMHSA (Substance Abuse and Mental Health Services Administration) - $10m
Louisiana Department of Health and Hospitals - $15m
Mississippi Department of Mental Health - $12m
Alabama Department of Mental Health - $12m
Florida Department of Children and Families - $3m
In recent weeks BP officials have held meetings with and gathered input from federal and state officials, behavioral health organizations and experts, and community groups and leaders to assess the needs of Gulf Coast residents.
QUOTES FROM STATE AGENCY OFFICIALS
Florida:
"The Department shared its concerns with BP over the emotional and psychological toll this ongoing event is having on individuals living and working on our coastline." said Florida Department of Children and Families Secretary George Sheldon. "This funding is a start toward helping Floridians who are beginning to feel the stress associated with this disaster. We will assess future needs and make requests for necessary funding from BP as necessary."
Mississippi:
"We are pleased to accept on behalf of our citizens this initial contribution to establish a partnership between BP and Mississippi to facilitate long-term recovery on the Mississippi Gulf Coast," said Ed LeGrand, Executive Director of the Mississippi Department of Mental Health. "Many of the individuals affected do not typically take the initiative to seek mental health services. It is vital for us to take a proactive approach. This funding will invest in individuals' mental health through early intervention which may impact long-term physical and mental health needs."

Einen geruhsamen Abend @ all

BP Spill Claims From 50 [all FIFTY! US-] States Confront Administrator Feinberg
By Jim SNYDER:
"Aug. 16 [2010] (Bloomberg) -- Claims from all 50 U.S. states confront Kenneth FEINBERG as he prepares to tap BP Plc’s $20 billion escrow account for victims of the company’s Gulf of MEXICO oil spill.
“The farther away you are from the Gulf and the Gulf shore the less likely it is that you will have a valid claim,” Feinberg, administrator of the fund, said Aug. 13 in a telephone interview. “But I will take a look at each claim.”
BP has received more than 142,400 claims, representing every state, for damages from the well that gushed for almost three months, and most will be turned over to the Feinberg-run Gulf Coast Claims Facility that goes into operation on Aug. 23, according to Robert Wine, a BP spokesman in Houston. BP said last week that 114,100 emergency payments totaling $352 million had been provided pending Feinberg’s decisions.
The Obama administration and London-based BP chose Feinberg, 64, to run the $20 billion fund based on his expertise in handling disputed claims. The Washington lawyer administered payments to Vietnam War veterans who suffered health effects from the defoliant Agent Orange as well as victims of the September 11th terrorist attacks and the 2007 Virginia Tech shootings.
The BP fund is different because most claims from the spill are based on economic losses, rather than death or injury, and the disaster had a broad reach, Feinberg said"...

Tag in Folge....

BP Is Telling Fishermen Not To Report Tar Balls
By Rick OUTZEN:
"While officials claim most of the oil from AMERICA's worst-ever spill has disappeared, fishermen hired by BP are still finding tar balls—and being instructed to hide their discoveries.
Two weeks ago, as federal officials prepared to declare that some three-quarters of the estimated 5 million barrels of oil released into the Gulf over three months had disappeared, Mark WILLIAMS, a fishing boat captain hired by BP to help with the spill cleanup, encountered tar balls as large as three inches wide floating off the FLORIDA coast.
Reporting his findings to his supervisor, a PRIVATE consulting company hired by BP, the reply, according to his logbook came back: "Told—no reporting of oil or tar balls anymore. Don't put on report. We're here for boom removal only," referring to the miles of yellow and orange containment barriers placed throughout the Gulf.
WILLIAMS' logbook account, which I inspected, and a similar account told to me by a boat captain in Mississippi, raises serious concerns about whether the toll from the spill is being accurately measured. Many institutions have an interest in minimizing accounts of the damage inflicted. The federal and local governments, under withering criticism all summer, certainly want to move on to other subjects. BP, of course, has a financial incentive.
The miraculous disappearance of the oil and the pending transfer of $20 billion to Ken FEINBERG, who is independently overseeing the claims fund, have resulted in the oil giant cutting back its response operations. With a recent halving of the Vessels of Opportunity program, which hired fallow charter and commercial fishing boats, captains and deckhands are now less reticent to describe their experiences"...
