Rakuten Mobile is on the verge of reaching full-year EBITDA profitability on operations for the first time – more than seven years after its foundation in January 2018. This is significant since this was the first full Open RAN greenfield, followed by Dish Network in the US, and 1&1 in Germany. Fortunes remain mixed for these principal greenfields, including Rakuten Mobile, at a time that brownfield Open RAN at last seems to be gaining momentum in the wake of AT&T’s $14 billion five-year deal with Ericsson, announced in December 2023. That has been followed by a few more significant brownfield Open RAN projects that are essentially single-vendor deployments at this stage, sometimes with ambitions to open up to other suppliers.

Zain Kuwait and Rakuten Symphony have announced the signing of a Memorandum of Understanding (MoU) that will see the organizations collaborate on a pilot project to establish a functional cloud-native Open Radio Access Network (Open RAN) in the country. Zain Kuwait will utilize Rakuten Symphony’s ORAN and Cloudportfolio to deliver 5G Standalone sites as part of a project that will represent Kuwait’s first Open RAN deployment of its kind.
The MoU was signed at Rakuten Symphony’s headquarters in Tokyo, Japan, by Daaij Al-Oud, Chief Technology Officer at Zain Kuwait, and Sharad Sriwastawa, President of Rakuten Symphony, along with executive teams from both partners. The project will be the initial phase for planned large scale commercial deployment of Open RAN in Kuwait and across Zain Group, which operates in eight markets across the Middle East and North Africa region.
As part of the project, Rakuten Symphony will supply its innovative Open RAN virtualized Distributed Unit and Centralized Unit software, along with cloud-native virtualized software, as well as ensuring that its Open RAN solution is fully functional and capable of handling commercial traffic. Zain Kuwait will allocate the required cell sites as well as providing data center infrastructure and 5G SAcore with related transport connectivity.

Tokyo, May 28, 2025 – Rakuten Mobile, Japan’s newest and most modern mobile network, and Rakuten Symphony, a subsidiary of global technology leader Rakuten Group, today announced the deployment of an in-house developed RAN Intelligent Controller (RIC) platform in Rakuten’s 4G and 5G Open RAN mobile network in Japan.
The deployment, one of the world’s first nationwide RIC platforms in commercial use in an Open RAN mobile network, is expected to enable up to 20% reduction in network energy consumption and marks a significant step towards more sustainable and intelligent mobile networks of the future.
This pioneering deployment is the culmination of a Rakuten project initiated in 2023 with the aim of developing an Open RAN multi-vendor interoperability platform to reduce mobile network operational costs and improve mobile subscriber user experience. The deployment also validates the potential of RIC transforming traditional RAN into intelligent networks and offers mobile operators a path to new revenue streams through network programmability and increased vendor and developer diversity.
Prioritizing sustainability to achieve 20% power consumption efficiency
Mobile networks traditionally consume a significant amount of energy, with the Radio Access Network (RAN) accounting for around 80% of total power consumption, largely due to the demands of handling ever-increasing user traffic. To address this, Rakuten Mobile and Rakuten Symphony prioritized sustainability by developing a RIC platform that will be able to reduce network power consumption on its 4G and 5G Open RAN network by 15% to 20% in the future. Rakuten Mobile in-house developed rApps, powered by machine learning algorithm, analyze subscriber traffic patterns, predict demand and dynamically adjust base station utilization for optimal network efficiency.
