The deal in question states that the city of Regina can solely sell its effluent to the potash corporation. That equates to a contract that pays a stand-by fee of $200,000 annually to the city — but could have been a lot more.
Regina water deal could be worth $200M, potash firm says
Western Potash has been planning a potash mine 30 kilometres southeast of the city. Known as the Milestone project, it will be a solution mine in which the salty mineral is flushed out with water and dried on the surface.
Originally, the deal was going to span 45 years and would supply 60,000 cubic meters of effluent, or treated sewage, per day for the first six years of mine operation. The mine operation was supposed to start in 2016.
Western Potash Corp. now says it will need substantially less water and with their plant not operational they are looking to renegotiate the deal.
Also, the $200,000 payment that the corporation owed Jan. 1, 2017 will be postponed to June 30, 2017.
Regina sewer water deal goes stagnant as potash industry sags
All but one city councillor voted in favour of the renegotiation.

With an extension sought for a $200,000 standby fee from Western Potash Corp., Regina city council made the decision to approve the extension and renegotiate the contract with the company, but not before a great deal of debate at Monday’s council meeting.
“It is important to understand what is being asked,” Coun. Bob Hawkins said. “All that is being asked is an extension of five months to see if this agreement can be renegotiated.”
The original agreement from 2012 had the city supplying Western Potash with effluent water from the wastewater treatment plant to run at its proposed mine near Milestone. The mine was expected to be up and running by now but the price of potash has fallen from $900 per tonne in 2008 to $200 today, delaying the project.
With the new pricing, Western Potash now wants to start with a pilot plant that will expand to a full-scale operation at a later date. Originally, 2.8 million tonnes of potash were to be processed per year, but 146,000 tonnes will be processed instead and it will use much less effluent water than originally planned. Construction of the plant is expected to begin later this year.
With the extension now in place, Western Potash has until June to pay the standby fee...

The agreement contemplates the sale of up to 145,000 metric tonnes of potash annually. It is proposed that the Company would enter into a 10-year supply agreement in the event that a binding Off-Take agreement is concluded (pricing will be negotiated based on market prices). The LOI with China BlueChem expires on October 31, 2026.
Mr. Geoffrey Chang, CEO & Chairman of the Board comments: “The Company is pleased to be advancing negotiations with China BlueChem towards a comprehensive binding agreement. In the meantime we will also explore opportunities with other potential buyers targeting alternative Asian markets and industrial level potash products. Such agreements are a critical step in securing a market for a range of potash products that could be produced from the Milestone project”.

This is a major threat to China’s food production/supply, which is why several multi-billion dollar Chinese companies with the backing of the $2 trillion China Development Bank are beginning to bet big on WPX and are focusing on bringing the Milestone Potash Project into production in the near-term! WPX is NIA’s #1 stock suggestion for 2017 and we believe it could easily finish 2017 up 1,000% or more from NIA’s December 12th suggestion price of $0.135!

WPX just announced major news late last night that they held a technical review meeting last week in Beijing that China CAMCE Engineeringattended along with representatives from several other multi-billion dollarChinese companies that NIA believes could be getting ready to also accumulate major stakes in WPX! At the meeting, WPX discussed their innovative “horizontal drilling + selective solution mining + crystal pond” technique that will allow them to bring a pilot version of their Milestone Potash Project into production in the near-term with very low CAPEX.
