AK Steel Reaches Milestone Agreement with Ohio Environmental Protection Agency

Company Targets Early Clean Air Compliance, Will Address Community Concerns With $66 Million Project MIDDLETOWN, Ohio, March 31 /PRNewswire-FirstCall/ -- AK Steel Corporation (NYSE: AKS - News) said it has reached a Consent Agreement with the Ohio Environmental Protection Agency (OEPA) to settle all air nuisance claims, brought by the agency in 2000, related to the ironmaking and steelmaking facilities of the company's Middletown Works. A major component of the settlement is AK Steel's commitment to install specific pollution control measures at the plant's blast furnace to meet the Maximum Achievable Control Measure (MACT) standards of the federal Clean Air Act by May 2005, one year ahead of the federal compliance date of May 2006. The company will install MACT controls on its basic oxygen furnaces by May 2006. AK Steel said it will cost $66 million to design, engineer and install the blast furnace and basic oxygen controls.
The company has also agreed to implement several programs to address concerns of neighbors living near the Middletown Works. AK Steel said it will initiate a cleaning program for the exteriors of cars and homes that are determined to be affected by dust from the blast furnace and basic oxygen furnace operations, until such time as the mill operations achieve compliance with the new MACT standards.
In addition, the company will establish a telephone response program whereby residents who believe they may have been affected by fugitive dust emissions from the company may set up an appointment to meet a representative of the company to investigate the complaint and make arrangements with the resident for reimbursement or for appropriate cleaning services for justified complaints.
The agreement includes a civil penalty of about $1.7 million which will be largely offset by the company's agreement to install the MACT controls on its blast furnace ahead of the established federal compliance date of May 2006. The company has also agreed to implement a number of Supplemental Environmental Projects, or SEPs, aimed at addressing community concerns. The company has agreed to pay a civil penalty, beyond the early MACT compliance offset and the credit given for the cost of the additional SEPs, of approximately $260,000.
One SEP is the extension of the company's existing green belt of trees and other plants. The extension will consist of approximately 225 spruce, pine and pear trees, to be planted along the plant's property line between the coke operations and the Oneida neighborhood.
Through other SEPs, the company will continue to provide satellite parking and intra-plant bus transportation for employees, an environmental enhancement that was part of the company's Bubble Concept pollution controls developed in the 1980s and not required under the MACT standards, and implement dust control measures beyond those required for iron ore unloading operations.

"This agreement can pave the way for Middletown Works to make steel for another century while being even more responsive to the concerns of our neighbors. AK Steel said the Consent Agreement stipulates that all complaints and appeals by both parties will be dropped, and that by agreeing to the order, AK Steel does not make any admission of any allegations within those complaints. AK Steel said the Consent Agreement is subject to certain conditions, primarily filing notices or stipulations of dismissal of claims and appeals in various state court venues and necessary court approvals of the Consent Agreement.
AK Steel produces flat-rolled carbon, stainless and electrical steel products, as well as tubular steel products, for automotive, appliance, construction and manufacturing markets.

AK Steel Completes Sale of Douglas Dynamics

MIDDLETOWN, Ohio, March 31 /PRNewswire-FirstCall/ -- AK Steel (NYSE: AKS - News) said today that it has completed the sale of its wholly-owned subsidiary, Douglas Dynamics, LLC to DDL Acquisition Corporation, formed by a Los Angeles- based investor group, for approximately $260 million after fees and expenses. The company said it expects the transaction to generate a first quarter pre- tax gain of approximately $210 million. Douglas Dynamics is one of the country's leading manufacturers of snow and ice removal equipment with operations in Milwaukee, Wisconsin, Johnson City, Tennessee and Rockland, Maine.
Sale of Greens Port Proceeding
In October of 2003, AK Steel announced its intention to sell Douglas Dynamics and the Greens Port Industrial Park located in Houston, Texas. AK Steel said it now expects the sale of Greens Port to be completed in April 2004. The company said it expects the Greens Port transaction to generate cash proceeds of approximately $75 million after fees and expenses, resulting in a pre-tax gain of approximately $40 million.
AK Steel said it expects to use a significant portion of the proceeds from the sale of the two units to reduce debt.

Ich denke, solange der USD noch so günstig ist, die Konjunktur weiter nach oben läuft und die FED an ihrer fantastischen Geldpolitik festhält.
Heute sind die Zahlen zum Arbeitsmarkt rausgekommen und man spricht von einer leichten Erholung. Schön, für die vielen Arbeitslosen in den USA (Na ja viel ist relativ, 5,7%), nicht so schön für die Börsen, den die FED wird bei sinkender Arbeitslosenquote sicher die Zinsen anheben, dass dauert aber bestimmt noch bis nach den Wahlen in den USA. Alles in allem sieht es nicht so schlecht aus für die Rohstoffe bzw. Rohstoffaktien, bis zur Zinserhöhung können wir uns also gemütlich nach hinten lehnen und uns über weitere Gewinne freuen. Ich hab es mir ganz fett notiert: Senkt die FED die Zinsen, fällt der USD und fällt der USD steigen die Rohstoffe! In der nächsten Baisse werde ich dann noch intensiver in Rohstoffe investieren. Hoffentlich denke daran, denn ich bin ja der Meinung diese Hausse kann noch gut und gerne 10 Jahre laufen. Wir werden es erleben!

Bargaining Unit Ratifies First Contract
MIDDLETOWN, Ohio, April 2 /PRNewswire-FirstCall/ -- AK Steel Corporation (NYSE: AKS - News) said today that members of the United Autoworkers of America (UAW) have voted to accept a progressive three-year labor agreement covering 460 hourly employees at the company's Coshocton (OH) Works. AK Steel said the contract is patterned after recently negotiated labor agreements in the steel industry, providing for seven flexible job classifications, a defined contribution pension plan and cost-sharing provisions for active and retiree health care benefits.

"We are pleased that the leadership and members of the UAW have recognized AK Steel's need for progressive and competitive labor agreements in order to return to profitability," said James L. Wainscott, president and CEO of AK Steel. "The new Coshocton agreement is the first step in bringing AK Steel's employment costs to a level in balance with our domestic competitors."
The new agreement, ratified Thursday, is in effect until April 1, 2007. The agreement provides for lump sum payments in lieu of base wage increases, establishes phased in wage rates for newly hired employees and implements recently established steel industry vacation and holiday schedules. The agreement is the first labor contract between AK Steel and the UAW since Coshocton Works hourly employees voted to be represented by the UAW in September 2002. The UAW also represents a total of about 1,700 employees at AK Steel's Butler (PA) and Rockport (IN) Works. The Coshocton Works finishes specialty flat-rolled stainless steels for automotive, appliance and other markets.

UPDATE - AK Steel to raise prices on carbon steel $150/ton

NEW YORK, April 2 (Reuters) - AK Steel Holding Corp. (NYSE:AKS - News) on Friday said it will increase transactional prices for carbon steel products by $150 per ton, beginning May 1.

The company said the hike applied mostly to steel sold in the spot market. It also added that its raw materials carbon steel surcharge will be $97 per ton.
AK Steel declined to disclose the company's current base price for carbon steel. However, other companies currently charge between $480 and $580 per ton of flat rolled steel, according to analysts.
U.S. steel prices have surged more than 30 percent this year, buoyed by a weak dollar, strong global demand, and climbing raw material costs.
Shares of AK Steel rose 33 cents, or 5.5 percent, to $6.36 in late trading on the New York Stock Exchange (News - Websites) on Friday.

NEW YORK, April 7 (Reuters) - Steel Dynamics Inc. (NasdaqNM:STLD - News) lowered its raw materials surcharge on flat-rolled steel, but is considering a larger base price increase on those products due to unusually high demand, the steelmaker said on Wednesday.
Should scrap prices remain stable through May 17, the expected increase in base prices would represent a net increase over Steel Dynamic's early April pricing highs. This could be an early indication that steel prices will remain high despite retreating raw material costs, said industry sources.
"The steel market is going from cost-push pricing to demand-pull pricing," said independent analyst Michelle Applebaum. "It's just that simple."
The strengthening demand is coming from sectors as diverse as the automotive, agricultural equipment, and rail car industries, according to Applebaum, who said she expects industry leader Nucor Corp. (NYSE:NUE - News) follow suit with a base price increase of their own.
Steel Dynamics said in a letter sent to customers it cut its surcharge on flat-rolled products shipped after 9 a.m. on April 6 by $30 per ton, lowering it to $95 per ton from $125 per ton as prices for scrap steel have fallen.
The letter also told customers to expect a $40 per ton base price increase on sheet steel products shipped on or after May 17. Steel Dynamics Chief Financial Officer Tracy Shellabarger said the increase has not yet been formally implemented.
Prices for scrap, the major raw material used in steelmaking by "mini-mills" like Steel Dynamics and Nucor, have skyrocketed this year, pushing many steelmakers to impose steep surcharges on their customers to offset their rising costs.
U.S. steel prices have also surged more than 30 percent in some grades since the beginning of the year, buoyed by strong global demand, a weak U.S. dollar and rising raw material costs.
Still, there could be a further rise in steel base pricing as the dollar is still weak, and international freight rates and steel prices around the world are high, preventing cheaper imports from undercutting U.S. prices, said Christopher Plummer, managing director of research and consulting firm Metal Strategies Inc.
"This all suggests that sellers of steel products will remain in the driver's seat," said Plummer. "We think there could very well be some higher base prices to compensate for at least some of the fall in scrap prices."
Steel consumers have borne the brunt of the recent boom in steel prices, with customers ranging from furniture makers to irrigation equipment companies warning the increased prices will hurt earnings.
On Tuesday, Steel Dynamics said it expects to post record earnings in 2004 and sees strong profits through the rest of the year, despite expected scrap surcharge decreases.

Flensburg (AP) Auf dem deutschen Automarkt gibt es nach einem sehr schwachen ersten Quartal wieder Hoffnung. Im März wurden mit fast 333.000 Autos 4,5 Prozent mehr Personenwagen neu zugelassen als im Vorjahresmonat, wie das Kraftfahrt-Bundesamt am Mittwoch in Flensburg mitteilte. Die positiven Zahlen konnten aber die Quartalsbilanz nicht retten: Von Januar bis März wurden 2,7 Prozent weniger Autos zugelassen als ein Jahr zuvor. Allein im Januar hatte es einen Rückgang um 12,4 Prozent gegeben. Die Gesamtzahl der neuen Fahrzeuge inklusive Lastwagen, Motorrädern und anderen Verkehrsmitteln stieg im März um 4,2 Prozent, gegenüber dem Februar gab es sogar ein Plus von 56,1 Prozent. Im gesamten Quartal war der Markt mit minus 2,3 Prozent allerdings rückläufig. Von dem Aufschwung auf dem Automarkt konnten im März vor allem Jaguar mit einem Plus von 122,8 Prozent gegenüber dem Vormonat, Chrysler und Jeep (plus 110,8 Prozent) und Mitsubishi (plus 106,8 Prozent) profitierten. Stark unterdurchschnittlich entwickelten sich die Marken Fiat (plus 0,9 Prozent) und Lancia (plus 5,9 Prozent). Auch auf dem Gebrauchtwagenmarkt deutete sich im März ein Aufschwung an. Fast 650.000 Autos wechselten den Halter, sieben Prozent mehr als vor einem Jahr und sogar 30 Prozent mehr als im Vormonat. Im ersten Quartal lag das Geschäft mit gebrauchten Kraftfahrzeugen allerdings insgesamt um 1,3 Prozent unter dem Vorjahresergebnis.
Teurere Rohstoffe trieben im März Preisanstieg im Großhandel

Wiesbaden, 14. Apr (Reuters) - Teurere Rohstoffe haben die Preise im deutschen Großhandel im März so stark wie seit über einem Jahr nicht mehr steigen lassen.
Im Vergleich zum Februar musste für Waren im Großhandel im Schnitt 1,3 Prozent mehr gezahlt werden, wie das Statistische Bundesamt am Mittwoch mitteilte. Dies war der höchste monatliche Preisanstieg seit Januar 2003. Die Jahresteuerung im Großhandel stieg im März auf 0,8 Prozent von zuvor nur 0,1 Prozent.
Im Großhandel spiegelten sich die jüngsten Preisanstiege bei Rohstoffen wider: So kostete Schrott aus Eisen und Stahl den Angaben zufolge 20 Prozent mehr als im Februar, Rohkupfer war acht Prozent teurer. Im Vergleich zum Vorjahr stieg der Rohkupfer-Preis im Großhandel sogar um fast 25 Prozent, Roheisen und Stahl kosteten gut 14 Prozent mehr.
Während Mineralölerzeugnisse im Monatsvergleich preistreibend wirkten, dämpften sie im Jahresvergleich die Teuerungsrate im Großhandel. So kostete leichtes Heizöl gut neun Prozent mehr als im Februar, war aber fast 18 Prozent billiger als im März 2003. Ohne Mineralölprodukte verteuerten sich Waren im Großhandel zum Vormonat nur um 0,9 Prozent, der jährliche Preisanstieg hätte dagegen 2,0 Prozent betragen.
Auch die Großhandelspreise für einige Lebensmittel zogen im März deutlich an: Tomaten, Bananen und Äpfel waren gut vier Prozent teurer als im Februar. Im Jahresvergleich stieg der Getreidepreis um fast ein Drittel, Kartoffeln kosteten sogar rund 38 Prozent mehr als vor einem Jahr.
