The Iraqi soldiers were traveling in a five-vehicle patrol near Baquba, 60 km (40 miles) from Baghdad, when they were hit by a roadside bomb. Immediately afterwards, gunmen opened fire in what police described as a well-planned assault.
Police sources said 19 soldiers were killed and that they were all from southern Iraq where the population is largely Shi'ite Muslim, potentially adding a sectarian element to the attack.
The deaths come amid a rise in insurgent violence ahead of elections set for December 15, and amid growing tensions between Iraq's Muslim sects. In a move that could aggravate those tensions, the country's top Shi'ite cleric has urged Shi'ites to turn out and vote for religious candidates on election day.
An official at the French embassy said he was unaware of any incident but was seeking information.
Police gave the man's name, transliterated from Arabic script, as Brent Blanche and quoted witnesses as saying seven gunmen in two cars snatched him as he prepared to leave in his car from his home in the smart, western district of Mansour.
It was the third kidnapping involving Westerners in 10 days and follows the disappearance of German archaeologist and aid worker Susanne Osthoff on November 25 and four Christian peace activists from Canada, Britain and the United States the following day.
All of those hostages have appeared in videos released by apparent insurgent groups. Those holding the peace activists have said they will kill them if all prisoners in Iraq are not released this week. The group holding Osthoff and her Iraqi driver have said the hostages will die if Germany does not stop cooperating with the U.S.-backed government in Baghdad.
The French government has taken strong measures to dissuade its citizens from venturing to Iraq following two kidnappings involving French journalists in 2004 and earlier this year. Those hostages were freed amid speculation of ransom payments.
The French Foreign Ministry in Paris had no comment on Monday's reported kidnapping
"Two females, each wearing a suicide vest, walked into a classroom at the academy and detonated in the midst of students," the military said in a statement.
There were no U.S. forces at the academy in eastern Baghdad when the bombers attacked at 12.45 p.m. (0945 GMT), it said.
It was the worst attack of its kind since two suicide bombers strapped with explosives killed at least 74 people and reduced two crowded Shi'ite mosques to rubble during Friday prayers in the northeast Iraqi town of Khanaqin on November 18.
Iraqi and U.S. forces are battling a Sunni Arab-led insurgency against the Shi'ite and Kurdish-led government in the lead-up to December 15 elections for Iraq's first full-term parliament since the fall of Saddam Hussein.

Allerdings sei die Arbeit für Journalisten im Irak auch nicht einfach. "Es muss ein Schock sein für Reporter, die USA zu verlassen, in ein Land zu kommen, das so völlig anders ist, wo sie sich um ihre persönliche Sicherheit kümmern müssen, und dann zum Ort eines Bomben- oder Autobombenanschlags oder einer Schießerei eilen zu müssen und wenig Möglichkeiten zu haben, den Rest des Landes zu sehen."
Als jüngstes Beispiel nannte er die Berichte über mutmaßlich gekaufte pro-amerikanische Artikel in irakischen Zeitungen. Das US-Militär hatte eingeräumt, einheimische Journalisten für eine solche Berichterstattung bezahlt zu haben. Rumsfeld dagegen erklärte nun, die Sache sei in den Medien hochgespielt worden. "Dabei wissen wir noch gar nicht genau, was die Fakten sind."
Rumsfeld räumte zudem ein, dass der Krieg nicht verlaufen sei wie geplant. Viele Dinge, die befürchtet worden seien, wie die Zerstörung von Ölfeldern, seien jedoch nicht eingetreten. Die US-Regierung sieht sich Meinungsumfragen zufolge mit einer schwindenden Zustimmung der eigenen Bevölkerung zum Irak-Krieg konfrontiert. Mehr als 2100 US-Soldaten sind in dem Golfstaat nach offiziellen Angaben inzwischen getötet worden.
Seit Anfang 2003 kamen dort zudem rund 60 Journalisten ums Leben. Journalistenorganisationen zufolge starb ein erheblicher Teil der Reporter durch US-Streitkräfte. Die US-Regierung wurde wiederholt aufgefordert, dazu sowie zur Festnahme zahlreicher Journalisten im Irak Stellung zu nehmen.
Sondereinsatz gegen Sprengfallen
Rumsfeld betraute jetzt einen pensionierten Vier-Sterne-General mit der Leitung einer Kommission, die Strategien zum Umgang mit den von irakischen Rebellen selbst gebauten Sprengsätzen entwickeln soll. Diese einfachen, oftmals aber tödlichen Sprengfallen am Straßenrand seien für die US-Soldaten im Irak zur größten Bedrohung geworden, sagten Beamte des US-Verteidigungsministeriums. Der Kommission unter Leitung des ehemaligen Kommandanten der US-Streitkräfte in Bosnien, Montgomery Meigs, werde für ihre Aufgabe eine Milliarde Dollar zur Verfügung gestellt.

Zwei Putzfrauen haben sich am Dienstag in der Polizeiakademie von Bagdad als lebende Bomben in die Luft gesprengt und 40 Menschen mit in den Tod gerissen.
Ein Polizeisprecher berichtete, 75 weitere Menschen seien verletzt worden, als sich die Frauen, die in der Akademie gearbeitet hatten, ihre Sprengstoffgürtel in der Kantine zündeten. Die Polizeischüler hatten sich dort gerade versammelt, um ein zweites Frühstück einzunehmen. Nach vier weiteren Putzfrauen, die an dem Anschlag ebenfalls beteiligt gewesen sein sollen, fahndet die Polizei noch.
Polizisten und Sicherheitskräfte im Irak stehen besonders im Visier sunnitischer Aufständischer. Die Anschläge drohen die Lage im Land vor den Wahlen zusätzlich zu verschärfen. Am 15. Dezember sollen die Iraker erstmals seit dem Sturz von Saddam Hussein ein Parlament für eine volle Legislaturperiode wählen.

Gunmen whisked away Yousif Mohammed Khdaier, who is accused of planting bombs and explosives, said police Chief Torhan Abdul Rahman. Khdaier was wounded when police arrested him two weeks ago, the chief said.
At least 15 gunmen were involved in the 5 a.m. (9 p.m. Tuesday ET) attack.
The Associated Press quotes police as saying Khdaier was involved in an alleged plot to kill Raed Juhi, the investigating judge in the Saddam Hussein trial. When Khdaier and seven other Sunni Arabs were arrested last month, they were carrying a document by former top Saddam deputy Izzat Ibrahim al-Douri with an order to kill, police said.
The AP said that Juhi's job was to gather evidence and interview witnesses before the trial. A U.S. soldier at the scene said that "friends" of Khdaier killed his guards and then escorted him out the back door.
Meanwhile, a roadside bomb exploded near a popular cafe Tuesday night in the southern outskirts of Baghdad, killing at least three people, including an Iraqi policeman. Also, 20 people were wounded, including three police officers, authorities said.
The death toll in an attack on a police academy in eastern Baghdad grew to 40 Iraqis on Wednesday, police said. Seventy others were wounded.

The first bomber struck near a group of students outside a classroom, according to the U.S. military. "Thinking the explosion was an indirect fire attack, Iraqi police and students fled to a bunker for shelter, where the second bomber detonated his vest," the military said in a news release.
An American contractor was among the wounded, the AP reports.
There were two claims of responsibility on Web sites, one from al Qaeda in Iraq and the other from the Islamic Army in Iraq. Al Qaeda in Iraq, the group led by Abu Musab al-Zarqawi, claimed that two brothers carried out the attacks.
The U.S. military and Iraqi officials have warned that insurgents would embark on such bloody, spectacular actions ahead of next week's December 15 parliamentary election.
Also Tuesday, a Western anti-war group made another plea for kidnappers in Iraq to release four peace activists they have threatened to kill on Thursday. (Full story)

A U.S. soldier died Tuesday while on combat patrol in Anbar province, a military statement said. The soldier, assigned to the 2nd Marine Division, II Marine Expeditionary Force (Forward), was killed when his vehicle hit a mine near Habbaniya, about 50 miles west of Baghdad. Since the start of the war, 2,131 U.S. troops have died in Iraq.
The U.S. military on Tuesday said 10 Marines killed last week died from explosives in an abandoned mill and were not on foot patrol, as it previously stated. (Full story)

Bei einem Selbstmord-Anschlag auf einen Linienbus in Bagdad sind mindestens 30 Menschen getötet worden. 25 weitere Menschen wurden nach Angaben der irakischen Sicherheitskräfte verletzt, als sich der Attentäter in dem Bus in die Luft sprengte. Die Polizei hatte zuvor von mindestens 16 Toten gesprochen. Das Fahrzeug wurde durch die Wucht der Explosion nahezu vollständig zerstört und ging in Flammen auf. Der Selbstmordattentäter hatte seinen Sprengsatz gezündet, als das Fahrzeug gerade den Busbahnhof verließ, um in die Schiitenstadt Nassirijah im Süden des Landes zu fahren. Im Vorfeld der Parlamentswahl am 15. Dezember häuften sich die Anschläge im Irak in den vergangenen Tagen.

BAGHDAD, Iraq (AP) -- Insurgents killed four American soldiers in separate attacks Saturday as violence mounted five days ahead of national elections. U.S. officials announced the release of 238 detainees but said the move was unrelated to demands by kidnappers of four Christian peace activists to free all prisoners.
Two of the soldiers were killed by small arms fire southwest of the capital, the U.S. command said. The others died in a roadside bombing in Baghdad's Sunni neighborhood of Azamiyah and by small arms fire north of the city, according to the command.
The U.S. military also said an American soldier was killed and 11 others wounded Friday in a suicide car bombing in the Abu Ghraib district of western Baghdad. That brought to at least 2,140 the number of U.S. military members who have died since the war began in March 2003, according to an Associated Press count.
Voting started on a day that U.S. President George W. Bush gave a rare estimate of the number of civilians killed since U.S. troops invaded in 2003, acknowledging that 30,000 civilians had died in the violence.
Iraqi Prime Minister Ibrahim al-Jaafari defended his government's record on fighting militants but was forced to admit more abused prisoners had been found inside jails overseen by his own Interior Ministry.
Al Qaeda and other militants branded the election ungodly and vowed to turn Iraq into an Islamic state, although their statement was muted in tone compared to the threats of violence such groups issued before the last election on January 30.
In another contrast to the January vote, boycotted by most of Iraq's Sunni Arabs, over 1,000 Sunni scholars issued a statement urging the electorate to turn out in force.
Election day is on Thursday but the infirm, members of the security forces and prisoners were allowed to vote early, inking their fingers to guard against multiple voting before dropping their votes into plastic ballot boxes.
Former Prime Minister Iyad Allawi's office issued a statement as soon as polls closed claiming he had won the votes of police officers in the provinces of Anbar and Maysan.
Iraq's electoral commission dismissed the claim, saying it was far too early to know. Full results of the vote are not expected until the end of the year or even early January.
Allawi, a secular Shi'ite who led Iraq's unelected U.S.-appointed government from mid-2004, is leading a broad coalition vowing to curb the gunmen, kidnappers and suicide bombers who have made life a torment for many ordinary Iraqis.
He called Jaafari's government toothless, a charge rejected by the prime minister at a news conference on Monday.
"People realize clearly how the security situation has changed, and remember how things were at the start of 2005 (when Allawi was in power)," Jaafari said
The detainees were discovered on Thursday at an Interior Ministry detention center in Baghdad.
Reports say the prisoners had suffered abuse serious enough to require medical treatment, including electric shocks and beatings that left them with broken bones.
"Two of them showed me their nails, and they were gone," an Iraqi official said on condition of anonymity.
Government spokesman, Laith Kubba, said that any torture evidence at the prison would be "subject to an investigation" but refused to comment on the allegations.
The news comes as Iraqi, patients and prisoners started voting in the first full-term post-SADDAM parliament, three days ahead of the general population.
Probe
In November, 173 malnourished prisoners were discovered in another Baghdad detention center.
After November's discovery, Iraqi Prime Minister Ibrahim Jaafari ordered a nationwide probe into the alleged prisoner abuse.
The prison discovered Thursday was the first examined by an Interior Ministry team as part of the government-ordered investigation.
Lt. Col. Guy Rudisill, a spokesman for U.S. military-detention issues, said American officials had been aware of that prison's existence.
A statement from the Iraqi Human Rights Ministry said the prison was overcrowded, with about 625 detainees.
It added that a judge probing the case called for the immediate release of 56 people held without charge, while 75 others were moved to the Rusafa prison.
"The team had discovered a number of problems that the Interior Ministry and Human Rights Ministry have undertaken to solve," the statement said, according to The Washington Post.
Correspondents say the abuse reports will not come as a major surprise for the Iraqis because there have been persistent allegations of abuse by U.S. or Iraqi forces since the 2003 U.S.-led INVASION.
Four Iranians kidnapped
An unknown group kidnapped four Iranians north of Baghdad, an Arabic satellite channel reported on Sunday.
A video aired by the channel showed four men holding up their identity papers. The kidnappers made no demands.
The men were on a religious mission to Iraq on behalf of a leading Shia body in Iran. "Initial investigation confirmed they were dispatched on an official mission by the hawza (religious authority) in Qom," the television quoted the group as saying.
The city of Qom in central Iran is the country's religious capital.
Reports say the four men had been snatched near Balad, 75 kilometers north of the capital.
Last month, six Iranian pilgrims, four men and two women, were seized as they were visiting Shia shrines in northern Baghdad.
The two women were freed, but the men are still hostages.

BAGHDAD, Iraq (AP) -- Four U.S. Army soldiers died in a roadside bombing, gunmen killed a Sunni Arab candidate for parliament, and militants tried to blow up a leading Shiite politician in separate attacks Tuesday, the last day of campaigning for Iraq's election.
More than 1,000 Sunni clerics, meanwhile, issued a religious edict, or a fatwa, urging Sunni Arabs to vote in Thursday's balloting - offering a seal of approval as members of the disaffected minority are expected to turn out in large numbers after mostly boycotting the landmark Jan. 30 polls.
The bombing northwest of Baghdad killed four Americans soldiers assigned to Task Force Baghdad which handles security in the capital and the surrounding area.
The deaths bring to at least 2,149 the number of U.S. service members to have died since the start of the war in 2003, according to an Associated Press count.
The vote will not just determine Iraq's first full-term government since the fall of Saddam Hussein in 2003, it will also act as significant waymark toward withdrawing U.S. troops from a war that is increasingly unpopular with Americans.
Not surprisingly, Western diplomats and analysts have been setting benchmarks for what they think will constitute a successful poll -- one which will give Iraqis hope and allow Americans to think realistically about bringing troops home.
"If you get 60 percent voter turnout with pretty even voting across the country, with not too many violent incidents, that would be successful," said one Western official in Baghdad's Green Zone who, like others, asked not to be identified.
His target was more sober than some upbeat predictions of 80 percent-plus turnout and minimal violence being bandied about in background briefings by some Western embassies in the past week.
Sixty percent turnout among Iraq's 15 million eligible voters is hardly an ambitious target.
About 59 percent of eligible voters cast ballots in January's election for an interim government, a poll largely boycotted by minority Sunni Arabs who were dominant under Saddam and who now spearhead a bloody insurgency.
Turnout rose to 64 percent in October's constitutional referendum, which Sunnis narrowly failed to vote down.
Hussein al-Hindawi, chairman of the U.N.-backed Independent Electoral Commission of Iraq, told Reuters this week he believed the turnout in Thursday's poll would top 70 percent.
U.S. President George W. Bush is likely to need such numbers before he can tout the election as an unqualified success.
Bush has held up Najaf and Mosul as examples of progress in reconstruction efforts, but the plaudits ring hollow to foreign journalists who still cannot walk the streets of those cities without body armor and significant military protection.
Bush wants a smooth election in Iraq on Thursday to counter daily scenes of suicide bombings and the deaths of U.S. troops that have soured the American public on the war.
A USA Today/CNN/Gallup poll released on Wednesday found that 59 percent of Americans disapproved of Bush's handling of the Iraq war.
The White House hopes a successful election will be a symbolic blow to the insurgency and boost the confidence of Americans, giving Bush more time to pursue his strategy of training Iraqi security forces before reducing U.S. troop levels.
Bush's speech at the Woodrow Wilson Center in Washington will be the fourth in a series that the White House has used to try to explain his administration's strategy against a drumbeat of criticism from Democrats who claim Bush does not have a plan.
"On the eve of a historic election, the president believes it is an important time to take stock of where we are in Iraq, why we are there, why it is important, what the stakes are and why we will achieve victory," said White House spokesman Scott McClellan said.
Bush, Vice President Dick Cheney, Defense Secretary Donald Rumsfeld and Rice met on Monday with a group of Senate Republicans to talk about the Iraq strategy.
The message the senators emerged with was that it would take time to form a permanent Iraqi government once the parliamentary election is held. Bush is likely to repeat that in his speech.
Indiana Republican Sen. Richard Lugar, chairman of the Senate Foreign Relations Committee, said the final Iraqi government might not be completed until April.
"The briefers cautioned that given the multiplicity of parties and interests, solidifying a parliamentary government will not be instantaneous," he said. "They indicated that under some scenarios, the selection of ministers might not be finalized until April."
Virginia Republican Sen. John Warner, chairman of the Senate Armed Services Committee, told reporters the "evolution of a new government ... could take some period of time. And that's the period of time in which we've all got to remain steadfast to support them, to get that government together as quickly as possible."

US-Präsident George W. Bush will morgen eine Rede an die Nation zum weiteren Vorgehen im Irak halten. Bush werde darüber sprechen, "was wir vollendet haben und wohin wir gehen", erklärte sein Sprecher Scott McClellan.
Nach der Parlamentswahl im Irak träten die USA mit ihrer Mission in dem Land nun in eine "kritische Periode", so McClellan gestern (Ortszeit) in Washington. Demnach will Bush seine Rede im Weißen Haus um 21.00 Uhr (Ortszeit, 03.00 Uhr MEZ) halten.
Bush unter Druck
Man habe die US-Sendeanstalten um etwa 20 Minuten Sendezeit für die Rede gebeten, so McClellon. Zuletzt hatte der US-Präsident sich den Angaben zufolge im März 2003 in einer als "Rede an die Nation" deklarierten Ansprache zum Irak geäußert. Damals kündigte er den US-geführten Einmarsch in das Land an.
In den USA wird immer vehementer ein baldiger Abzug der im Irak stationierten amerikanischen Truppen gefordert. Die Popularität des Präsidenten war in den vergangenen Wochen laut Meinungsumfragen auch wegen der anhaltenden Gewalt im Irak auf ein Rekordtief gefallen.

US-Armee will 12.000 Soldaten aus dem Irak abziehen
Nach der Wahl im Irak steigt der Druck auf George W. Bush, mit dem Truppenabzug aus der Region zu beginnen. Für Sonntag hat er eine programmatische Rede angekündigt. Seine Generäle versprechen schon jetzt: Sie würden bald wieder mit weniger Soldaten auskommen.
Washington/Bagdad - Der zuständige Kommandeur George Casey sagte in Bagdad, die Zahl der Soldaten im Irak werde wahrscheinlich von derzeit 150.000 auf 138.000 reduziert. Das Truppenkontingent solle Ende Januar oder Anfang Februar reduziert werden.
Damit kehren die USA aber nur zu der Truppengröße zurück, die sie vor den Wahlen im Irak stationiert hatten. Über einen Zeitplan für einen eventuell später folgenden, größer angelegten Truppenabbau wollte sich Casey in einem Gespräch mit Reportern hingegen nicht äußern. Er verwies nur darauf, dass die Gefahr durch den Aufstand im Irak noch lange nicht gebannt sei. Mit Blick auf die Wahlen vom Donnerstag sprach Casey von einem "großen Tag" für das Land. Doch bleibe gleichwohl im nächsten Jahr noch viel zu tun, sagte Casey.
Bedeutende Bush-Rede angekündigt
US-Präsident George W. Bush steht in den USA unter großem Druck, Erfolge im Irak vorzuweisen, so dass möglichst bald größere Truppenkontingente aus dem Land abgezogen werden können. Die USA haben gesagt, dies werde erst dann geschehen, wenn die irakischen Sicherheitskräfte die Aufständischen allein bekämpfen können.
George Bush will sich nach Angaben des Weißen Hauses am Sonntagabend mit einer Fernsehansprache zur Lage im Irak an die Nation wenden. Die Fernsehnetzwerke seien um Live-Übertragung der Rede gebeten worden, die knapp 20 Minuten dauern werde, teilte Regierungssprecher Scott McClellan am Abend in Washington mit.
Es ist die erste Ansprache des Präsidenten aus seinem Büro im Weißen Haus seit März 2003. Damals gab er den Beginn der Militärinvasion im Irak bekannt. Als Begründung für die jetzige Rede erklärte McClellan, nach der "historischen Wahl" im Irak habe die dortige Mission der USA ein kritisches Stadium erreicht. Bush wolle über die große Bedeutung dieser Mission sprechen sowie über den weiteren Weg im Jahre 2006.
