Universal Express -USXP CEO Richard Altomare in Washington DC to Offer Naked Short Selling Solutions on Eve of SEC Meeting

NEW YORK, Oct 21, 2003 (BUSINESS WIRE) -- Universal Express, Inc. (OTCBB: USXP)
announces CEO Richard Altomare is in Washington DC on the eve of a meeting
convened by the SEC to address naked short selling. Altomare is lobbying members
of Congress suggesting positive solutions to the naked short selling issue.

Universal Express, one of thousands of companies that are victims of naked short
selling, describes it as the electronic churning downward of shares of
developing OTCBB companies by broker dealers and market makers who never intend
to or fail to cover short sales. USXP contends that this practice amounts to
counterfeiting stock and is separate and distinct from legitimate short selling.

The SEC outlawed most naked shorts in 1936 and because of recent pressures plans
to consider a new Regulation SHO on Wednesday, October 22, at its 10 a.m.
meeting. The new Regulation SHO is expected to require short sellers in all
equity securities to locate securities to borrow before selling short, and add
further requirements to address "naked" short selling.

Richard Altomare recommends the following actions be endorsed by Congress and
the SEC:

--  The SEC immediately enforce all existing laws pertaining to

shorting in the 1933 and 1934 Securities

--  Anyone outside the U.S. requesting access to U.S. Securities

Markets must agree to comply in full with U.S. securities and

       market laws, rules and regulations.

--  Rules prohibiting Sale of Unregistered Securities must be

rigorously enforced. Naked shorting is such a violation.

--  Any short sale must be done only after an "Affirmative

Determination" is made regarding the ability of the trader to

borrow the shares sold short for delivery within 3 days.

--  All trades must settle and clear within three trading days

       from trade date.

--  Use of whip calls, kiting, electronic counterfeiting and other

such manipulations be subject to racketeering laws.

--  Shares may only be shorted on a zero or zero plus tick, except

for registered market makers and recognized arbitrage traders

for their own accounts only and not for client accounts.

--  DTCC must maintain the "identity type" of accounts for shares

transferred to its custody. Shares held in Cash, Excess

Margin, ERISA and similar accounts not be lent under any

circumstance. Already an existing rule, it is being ignored.

--  Real penalties be imposed including interest charges and

sanctions for any trades left unsettled after 3 days. A 10-day

fail be immediately treated as a broken trade.

--  Broker-dealers, clearing firms and clients shown to be engaged

in attempts to circumvent the above guidelines be formally

sanctioned once, and lose their licenses for a second offense.

"Naked short selling is economic terrorism. Universal Express and many other
developing public companies are daily victims. We have been relentless in our
pursuit of the naked short sellers. A jury of American citizens has awarded USXP
punitive damages as a result of naked short sellers manipulating our stock, yet
it continues for us and for many others. I have publicly called upon our
shareholders to contact their Congressional representatives asking for the end
to illegal naked short selling. I have written members of Congress and am
personally meeting with them this week. I am most willing to work with my fellow
Chief Executive Officers of developing and established companies to assist the
SEC in their deliberations. I am here today pursuing this agenda and very
hopeful the new leadership will consider regulatory reform," stated Mr.
Altomare.

Universal Express, Inc. owns and operates several subsidiaries including

Stock OJ: Bush Administration pledges support to airline security-view systems updates orders
10/21/2003 12:27:19 PM
Oct 21, 2003 (M2 PRESSWIRE via COMTEX) -- Security issues remain a hot topic as ( VYST ) trades heavy volume and gains on update of twenty SecureScan systems in manufacturing and deployment.

The SecureScan is a concealed weapons detector (CWD) that uses advanced magnetics technology to pinpoint the presence of concealed weapons, including the size, location and number of weapons developed at a Department of Energy National Laboratory and has been supported by the National Institute of Justice.

President Bush on Tuesday committed to move more aggressively to support the airline industry with security in the wake of the latest breach involving a young man who bragged about his ability to infiltrate the system.

Terra Nostra Technology ( TNRL ) appointed advisory board members, well respected Dr. Jose Valero and Dr. Silvia Todorova to aid them in their continuation of scientific research on viral bio-insecticides.

UNIVERSAL EXPRESS INC ( USXP ) CEO Richard Altomare is lobbying for luggage security measures on Capitol Hill today. He is personally meeting with members of the House and Senate and Congressional staff, Department of Commerce, and Transportation Security Administration staff to discuss measures contained in his White Paper "More Security, Less Hassle for American Travelers: A Private Sector Solution for the Airline Industry". These security measures will save time/money and increase passenger efficiency.

Xenova Group plc ( XNVA ) London Stock Exchange: XEN responded to announcement issued late yesterday by Imperial College with respect to a research collaboration involving the company's OX40 technology and its potential for the treatment of influenza. Xenova's is trading strong up nearly 18% in today's trading.

Other note worthy stocks:

BakBone Software(TM) (CA:BKB) (BKBOF) up continues to trade up another 12% today

ADBL trading continue to hit new 52 week highs up 26%

Das Sicherheitsproblem bei Amerikanischen airlines scheint aber immer mehr an Bedeutung zu gewinnen, wie folgende CNBC Meldung zeigt:

Capital Report CNBC – (D) Ed Markey Unscreened Cargo

Rep. Ed Markey, D-Mass and member of the Homeland Security Committee, spoke as to concerns of the 20-year-old college junior from Maryland who took box cutters and other prohibited material on board Southwest Airlines airplanes. Mr Markey also talked about the security problems with unchecked and unscreened baggage traveling upon the same transports as the passengers.

CNBC added “Not only did he skirt security surveillance at Baltimore-Washington International Airport and the Raleigh-Durham airport, but also he managed to hide his contraband on aircrafts where it wasn’t discovered for a month. And his efforts to alert the Transportation Safety Administration to his crime were ignored for weeks. To be sure, carrying box cutters onto an airplane isn't a good thing to do. Nonetheless, Democrats have jumped on the case, saying Heatwole should be celebrated for exposing gaping holes in the nation’s air-security system.”

Mr. Markey reiterated the impotence and urgency of implementing and recommending a system in which unscreened baggage that threatens the security of air travel. In a recent press release, Mr. Markey speaks about this gaping loophole that continues to exist in our passenger plane system.

Mr. Markey also stated in his PR that that “It is widely expected that the TSA will receive recommendations to enhance the fatally-flawed known shipper program (it should be called an unknown cargo problem); increase the number of cargo packages loaded onto passenger planes; reduce the number of days required to make unknown shipper into known shippers; and even allow shippers to ship cargo on passenger planes.

Mr. Markey even mentions Pan Am flight 103 – And that screening and remedying the cargo problem would only cost a fraction of the $87 billion dollars Bush recently signed to ensure Homeland Security.

Discover A Company Revolutionizing The Way We Travel
Universal Express Inc.
(OTCBB:USXP)
Standing in the check-in line at any airport today can be unnerving, to say the least. Following the meandering queue around one corner, only to lead you to the next while wheeling, or lugging your cumbersome suitcase behind you is both time consuming, and exasperating. Tennis shoes are the optimal footwear to have on, since by the time you reach the front of the line, chances are, you have to race to your gate to make your flight.

What if there was a company that could cut your waiting time to a nominal few minutes? A company that offers a service that allows you to travel luggage free, and guarantees your bags will reach your destination before you can say "baggage claim." No more waiting, no more lugging, no more rushing, no more back pain, and no more onerous lines. Too good to be true?

Universal Express Inc. (OTCBB:USXP) can offer you all that and more. For a nominal fee, USXP, which was rated the number one luggage movement company by the Wall Street Journal, offers you luggage free travel, right from your doorstep to your destination. The company utilizes cargo planes, and more than 10 thousand private postal outlets across the country to say to you confidently, "It'll be there when you get there."

About Universal Express Inc.
Universal Express, Inc. owns and operates several subsidiaries including Universal Express Capital Corp, (including its USXP Cash Express division), Universal Express Logistics, Inc. (including The Virtual Bellhop, LLC and Luggage Express) and the WorldPost(TM) Private Postal Network, Inc. These subsidiaries and divisions provide the private postal industry and customers with value-added services and products, logistical services, equipment leasing, and cost-effective delivery of goods worldwide.
Reasons To Consider This Stock
Booming Industry With Scant Competition: With more than a billion suitcases being shuffled through airlines, and at an average price of $40 to $50 per-suitcase, with even 5 per cent of the market share, profitability can reach a staggering number. The majority of travelers donít utilize a separate luggage shipping service, allowing the airlines to bilk them out of whatever they see fit to charge to get their bags to their destinations.

Immense Company Growth: When the company first initiated their luggage-free travel service, they were receiving 2 phone calls a day. Today, the company receives between 140 and 200 phone calls per-shift, and is consolidating an acquisition with a transportation company that could see an additional $400 to $700 million of revenue.

Luggage-Free Travel Beneficial To All Parties Involved: The airline industry can make money, the government worries less, and travel isnít a four-letter word for you anymore. Luggage free travel frees up cargo space for paid products for the slumping airline business. The company is in talks with the Office Of Homeland security to offer a luggage-free solution to travelers, hoping that this could not only become more of an option, but that it could become the standard.

A Solution To The Current Shipping Duopoly That Exists: With UPS and Federal Express owning a sizable chunk of the market share, more and more private postal outlets are becoming disgruntled, looking for a solution to boost revenue, and establish themselves as an option for consumers. By utilizing more than 10 thousand private postal outlets for their services, Universal Express Inc., has the capability of reinvigorating the private postal market, making it once again a heavy-hitter in the overall picture.

An Established Entity With More Than A Decade Of Experience: Establishing the World Post Network, more than 16 years ago, Universal Express Inc. has proven experience in the private postal market. Today they have extended their reach across the United States, and have a $9 billion retail-shipping network across the country in the form of independent, private postal outlets.

Increased Effort Placed On Marketing Efforts: With a relatively unknown stock, trading on the bulletin boards, Universal Express Inc. has taken steps to increase the company's exposure. Between increased television advertising, and their placement of models in airports holding signs that read "You'd be home right now if you used luggage express," the company is poised for greater exposure and greater revenue.

End-To-End Solution: Through USXP's expansive network of private postal outlets, the company is offering an end-to-end solution for luggage-free travel. At no point along the way will your luggage be handed off to someone out of USXP's reach. The company's current consolidation of a transportation company would see a decrease in the already nominal fee they charge for the service. In addition, the company is making efforts to lower their own overhead costs while maintaining the same price for its consumers.

Safe, Convenient, Cost-Effective, And Painless Travel: USXP representatives pick up your luggage from your doorstep, and send it to one of Universal Express Inc.ís private postal outlets. The luggage is then placed on a cargo plane and shipped to your destination. Along the way, you are contacted with updates on your luggage's whereabouts, ensuring a tension-free travel experience. The fee you pay is nominal considering skycap representatives, porters, and other strangers you usually tip, are left out of the loop. Suitcases are insured for up to $12 thousand per-suitcase, and the company has a 100% order completion success rate. The company strives to change the airport experience to feel less and less like an old-fashioned bus terminal.

Conclusion
We believe Universal Express Inc. is a company with huge upside potential. Its innovative approach to travel could become the standard, as all parties involved have something to gain. Airlines supplement slumping revenue by freeing up space for paid products, luggage can be confined to several cargo planes based on their end destination, allowing the government easier, and more thorough access to screening bags, the consumer saves time and aggravation, and the private postal industry can tap its growth potential, once again. USXP is vastly expanding their network, and business model, trying establish their own transportation network that could cut the cost-per suitcase for travelers, making their service more attractive, overall. Their marketing efforts have also significantly increased exposure, noted by the increased number of orders the company has received. This is a company that could not only change the face of the postal industry, but the travel industry, as well.
