There was an explosion at the production workshop of Shelekhov Powder Metallurgy, United Company Rusal's (HKG:0486) facility producing aluminium powders in the Irkutsk region, today, resuling in a fire covering 700 square metres and killing one man, the company announced through online press release. An investigation commission has been established to investigate the cause of the accident.
The fire has been localised and the production equipment has been stopped. There is no threat to the environment and the accident did not affect the aluminium production volumes of the company, it also says.
The company's share price today first rose but closed lower at $9.35, down 0.32%.

According to Rusal, the order book for the pending IPO is oversubscribed by 3-4 times, allowing the company to increase the price range to USD23-USD31 from USD19-26 bn. This is positive for the Russian metal sector, as the upward revaluation suggests strong demand in Russian metal stocks and particularly for Rusal’s benchmark peer, Norilsk Nickel which is significantly undervalued relative to Rusal.
Norilsk is undervalued based on both 2010/2011E P/E and EV/EBITDA, and we expect the stock price to rise prior to the e January 27 Rusal IPO.
According to our estimates, valued at the bottom of the IPO price range, at USD19 bn, 2010 and 2011 P/E are projected at 11.3 and 12.7x respectively and EV/EBITDA at 7.6 and 8.1x. Norilsk Nickel’s 2010E P/E is 7.7 and the 2011E P/E is 7.9x. For both years, Norilsk’s EV/EBITDA is 5.1x.

UC Rusal hat im vergangenen Monat ein IPO in Hongkong durchgeführt und war damit der erste ausländische Konzern, der sein Erstlisting in Hongkong durchgeführt hat.

Ein Gericht in Guinea hatte diese Entscheidung im September gefasst. Jetzt soll die Angelegenheit vor dem Internationalen Schiedsgerichtshof in Paris untersucht werden. Dort werde Rusal einen großen Vorteil bekommen, wie Juristen erwarten.
Die Werksanlage in Friguia fördert etwa 2,2 Millionen Tonnen Bauxit jährlich und produziert 700 000 Tonnen Tonerde. Dazu gehören eine Bauxitmine, eine Tonerderaffinerie, ein Bahnanschluss und andere Infrastrukturobjekte. Rusal kaufte Friguia 2006 für 19 Millionen Dollar und investierte weitere 400 Millionen Dollar in seinen Ausbau. Nachdem eine Militärjunta im Dezember 2008 die Macht in Guinea ergriffen hatte, begann die neue Regierung, Rusals Rechte auf Friguia anzufechten.
Das Berufungsgericht in Guinea habe das Urteil der ersten Instanz über die Gesetzwidrigkeit der Privatisierung der Tonerderaffinerie Friguia für nichtig erklärt, meldete gestern das russische Unternehmen. Das Gericht erläuterte, dass die Gerichtssache gemäß dem Kaufvertrag vor Internationalem Schiedsgerichtshof in Paris behandelt werden soll. Die Gerichte in Guinea dürften keine Entscheidungen in Bezug auf ausländische Unternehmen treffen.
Dennoch habe das Gericht die finanziellen Ansprüche an Rusal nicht aufgehoben, sagte Bergbauminister Mahmud Tiam, der diesen Posten auch in der neuen Regierung bekleidet. „Das Unternehmen schuldet Guinea weiterhin 860 Millionen Dollar sowie eine Entschädigung für den Schaden, den die Regierung Guineas beim Schließen des Abkommens davongetragen hat", sagte er.
Die Aufhebung des Gerichtsbeschlusses sei zweifellos eine positive Nachricht für das Unternehmen, sagt Denis Nuschtajew, Analyst der Investitions- und Finanzgesellschaft Metropol. Friguia sei wichtiges Eigentum für Rusal, weil die Raffinerie 12 Prozent des Gesamtverbrauchs des Unternehmens an Tonerde mit niedrigen Eigenkosten produziere.
Offensichtlich sei die Einstellung der Behörden Guineas zum Unternehmen nach dem Regierungswechsel besser geworden, sagte der russische Afrika-Experte Wadim Saizew.
Der russische Rechtsexperte Andrej Karelski äußerte Zweifel, dass die Regierung Guineas die Aufhebung der Privatisierung vor einem internationalen Gericht fordern werde. Rusal sei ein großes Unternehmen, es habe die Krise fast überwunden und seine Schuldenprobleme nahezu gelöst, deswegen sollte Regierung an der Präsenz eines Investors wie Rusal in Guinea interessiert sein. Auf jeden Fall werde der russische Konzern vor dem internationalen Gericht einen Vorteil haben, sagt Karelski. Dort könne Rusal auf einen vollwertigen Gerichtsprozess ohne Interessenkonflikt hoffen.
Doch ob Guinea sich auch weiter um die Aufhebung der Privatisierung bemühen werde, werde der neue Staatschef endgültig entscheiden, der in diesem Sommer gewählt werden soll, so Saizew.

Workers at the plant, Guinea's largest industrial project with a capacity to produce around 640,000 tonnes of alumina per year, went on strike on Thursday and are demanding a 50 percent pay hike to compensate for a 40 percent increase in fuel prices.
"Two ministers arrived last night. This morning they are holding talks to find a solution to the problem," the RUSAL source said, asking not to be named.
"The situation is the same as yesterday. All production has stopped. Minimum service is currently being maintained to ensure that the factory's equipment isn't totally damaged," the source added.
RUSAL, which ships the alumina around the world to be refined into aluminium, said on Thursday that it was working with unions to resolve the strike but the situation had not had any impact on the company's production volumes.
A resident in Fria, the town that hosts the Friguia refinery, said that power had been cut to the town since the beginning of the strike.
"We haven't seen this since 1991 (when there was a general strike). We don't have power and some neighbourhoods are also experiencing water shortages," the resident said.

'At the moment the government is preparing the decree for a minimum wage for mining companies and it will then be submitted to the president of the transitional government,' said Mouctar Diallo, one of the government negotiators.
The Friguia plant, the largest industrial project in the fractious West African nation, has a capacity to produce around 640,000 tonnes of alumina per year, which the Russian firm ships around the world to be refined further into aluminum.
The plant's output has been nearly completely halted since the start of a strike April 1 by workers seeking a 50 percent pay rise to compensate for rising fuel prices.
The head of the Friguia workers' union, Sekou Ousmane Diallo, said he expects the mininum wage decree to be announced over the weekend, adding it could bring minimum salaries at the plant from about $150 per month to $250 per month.
'The government has promised to prepare a decree that should be published within 72 hours,' he said.
Guinea's transitional government, charged with setting elections following a protracted political crisis, is headed by General Sekouba Konate, who would need to give final approval.
Konate's government is already in talks with RUSAL over whether the Russian firm underpaid for the plant in 2006.
The wage decree is unlikely to affect salaries at other mining companies operating in the country, like the massive Rio Tinto and Alcoa joint venture CBG, because their pay levels are already higher.
'This should not pose any problems (for them),' government negotiator Diallo said.
A RUSAL executive said on condition of anonymity that, after nine days of halted production, the company was willing to submit to a government decree on minimum wages.
